Clark County investigators are putting together a packet of information to be signed by Governor John Kasich and delivered to officials in Wlkhorn, Wisc. in order to extradite Ryan Dillon.
On Monday, the Clark County Sheriff’s Office filed warrants for the arrest of Ryan M. Dillon for one count of aggravated murder in connection with the death of Vicky Burks.
Dillon is currently in custody in the Walworth County Jail in Elkhorn and is fighting extradition back to Ohio.
Authorities in Walworth County have been made aware of the new charge, according to the Sheriff’s Office. A governor’s warrant is needed to bring Dillon back to Ohio, the Clark County Sheriff’s Office said.
Dillon was located by the Delavan Police Department shortly before 9 p.m. May 10. He was wanted on a felony theft warrant for allegedly stealing his stepfather’s green Dodge Dakota pickup Wednesday.
After several hours of searching her home at 5904 Middle Urbana Road, Clark County Sheriff Gene Kelly said Burks’ body was located. It’s believed it was hidden by her killer.
“I can’t disclose where she was, but she was not obviously out where she could be seen,” Kelly said.
The Clark County Coroner’s Office ruled Burks’ death a homicide by blunt force trauma to the head.
Dillon reportedly got into a fight with his parents about the green truck Tuesday. His stepfather, Martin Burks, came home at about 11:30 a.m. Wednesday for lunch and found Dillon there but not Vicky Burks. Kelly said Dillon gave him “a story” about where she was.
By the time Martin Burks came home at 3:30 p.m., Dillon was gone and the truck was missing, Kelly said.
A passerby in Wisconsin reported seeing a green truck on the side of the road and called police.
The license plates and red cap — which made the vehicle easier to identify — were removed but officers were able to find a Vehicle Identification Number. It was then determined the truck was stolen out of Clark County and the driver was wanted in connection with a homicide.
Kelly said Dillon was walking along the road nearby with a backpack.
“He gave (officers) a fake name,” Kelly said. “They identified him by scars and marks on his body... and then he admitted his true identity.”
Three Clark County detectives and an agent with the Ohio Bureau of Criminal Investigations were sent to Wisconsin to question Dillon and process the truck.
Kelly called Vicky Burks’ death a “violent homicide.”
“He certainly is a person who has all the elements,” Kelly said.
“Until we have more substantial evidence and we can put this total package together and the prosecutor signs off on it, we can only call him a person of interest — a suspect — in the case.”
Dillon has an extensive criminal record, which includes domestic violence charges against both his mother and stepfather, according to court records.
Neighbors of the Burks were relieved a passerby helped police locate Dillon.
“There are people out there who are going to do the right things and I’m glad of it,” said Johnny Mans, who lives on Middle Urbana Road. “I’m glad they caught him.”

Ohio lottery officials say a ticket sold in northeast Ohio was worth $1 million in the Tuesday drawing for the Mega Millions game.
The ticket was sold at a corner store in Alliance, about 50 miles southeast of Cleveland. It matched five numbers in the multistate game with a Megaplier of four.
A ticket sold in California matched the five numbers and the Mega Ball for a jackpot estimated at $25 million.
The winning numbers for the drawing were 10, 11, 12, 14 and 24. The Mega Ball was six.

A man faces charges of aggravated felonious assault after he allegedly stabbed the 63-year-old grandfather of his girlfriend.
Police said Leonard Brown, 42, stabbed Raymond Stubblefield in the back after he became involved in a fight that included multiple people at 38 E. Maplewood Ave.
The fight spilled over into the other side of the duplex at 36 E. Maplewood Ave. -- most of it occurred on the front porch -- and that's when Stubblefield was stabbed by Brown, who had a kitchen knife, Dayton Lt. Kenneth Beall told News Center 7.
Stubblefield was taken to Miami Valley Hospital with non-life threatening injuries. Police said he is the grandfather of Brown's girlfriend, who lived at the residence where the fight started.
Brown suffered some cuts and was taken to a hospital, and then later to Montgomery County Jail.
Two females were also taken to Miami Valley Hospital for treatment of non-life threatening injuries, police said.
